With the Army leaving Fort Dodge, the residents there led by the sutler Tarky Granger are worried about its future. They decide Fort Dodge should become the county seat for Ford County instead of evil Dodge City. They send a representative to ask the Governor for a special election which is granted. Smiley Dunbar and associates from Dodge City offer to help Fort Dodge win the election by stealing the voter and tax records from Dodge City. Earp spots the robbery but does not stop it. Tarky's young daughter has been in contact with Earp about the election hoping Fort Dodge wins but by a fair election. When Mayor Kelley discovers the theft, he orders Earp to recover the records but Earp says he has a different plan to ensure Dodge City wins fairly. Edna tells Earp the records are in her father's safe. On the day of the election, Earp puts his plan into action to recover the records and steal the stuffed Fort Dodge ballot box.
